It's a phrase that was most likely changed from "yo mama" which is simply "your mother".....I wouldn't doubt for a second that there is a person with the name Joseph Mama though...

It's this one penguin who needed a name, and then he heard some gansta's dissing each other and the first words he heard were, "Joe Mama." Those were the first english words he had ever heard, so he decided to use them as his name.
