I lived in LA for a while and it does rain there, but lightning and thunder are very rare.

Thunderstorms require 2 things:
* Moisture
* Rapidly rising warm air

While Southern California does have a source of moisture (the Pacific Ocean), it does not have the rapidly rising warm air (or unstable air) necessary for a thunderstorm. The air over SoCal is generally stable. It lifts when it gets to the mountains, which is one place where thunderstorms do occur.

most storms are caused my low and high fronts. A low front is an area that has low atmospheric pressure. A high front has high atmospheric pressure. High pressure pushes moisture out of the area into the low pressure system. This is why storms always follow right infront of or right behind low pressure fronts. What actually causes the disturbance in air is cold air meeting warm air. Because southern cal is well in southern california cold air rarely reaches that far south because 1: It's so close to the gulf that it gets warm ocean air constantly and 2 because the weather system general moves to the east when cold air comes south it's pushed east by the warm ocean airs. therefore very few strong disturbances actually happen in southern california.

the whole west coast, not just southern Cali... the west coast's air mass it too stable and warm air doesn't rise quickly enough to produce thunderstorms. the west coast will receive a few small thundershowers every year. no matter where you are.
