No. Steve McQueen's full name: Terrance Steven McQueen, and he was an actual race-car driver.
Steve McQueen drove a 1968 GT 390 Fastback Mustang and the bad guys in the movie drove a 440 Magnum Dodge Charger in the movie, "Bullitt." McQueen drove a Porsche 917 in his movie "Le Mans."
McQueen also enjoyed flying old airplanes like his PT-17 Stearman biplane, which was originally built in the 1940's for the U.S. Navy. In his movie, "The Great Escape," The motorcycle McQueen used was a 1961 Triumph TR6 Trophy Bird made to look like a wartime BMW.

Steve McQueen was born in 1930 and died in 1980.
Since Cars didn't come out until 2006, Steve McQueen is not named after the car from the Cars movie.

I do hope you meant to ask if the character from Cars is named after Steve McQueen. Because Steve McQueen's been dead for 26 years.
But on topic, yeah I do think they did. Why? Because Steve McQueen is still the coolest, cooler than the Fonz.

Steve McQueen was one of the hottest actors ever. He was
in the Great Escape. He played the hotshot escapist of a prisoner
of war camp during ww2. He played a American prisoner of war
that when the whole camp decide to leave through the underground tunnels , he stole a motorcycle and rode the bike to
freedom.In the end most of the camp was recaptured or put in front of the death squads. He died way too early and was one of
the first Superstars. I never heard of the movie Cars.
