While the other answers, hence far are MOSTLY true, it should also be noted that license plate letter and number sequences CAN repeat from state to state, though no single sequence will repeat at a given time within the state.
Also, letter and number sequences can repeat within a state when the state gets new license plate styles. For instance, New York plates had been blue on gold for over a decade, then changed to red white and blue around the bicentennial, then changed to blue on white. So, one person could have ABC-1234 in the old style while another could have it in a newer as the old style gets phased out.
Still again, when one turns her or his plates in to the DMV, those plates can later be reissued to another driver. This is not, in effect, repeating a sequence, but might appear so out on the road.

Yes... but most states replace plates every few years to prevent current plates from having the same letter and number combination.

Yes, but only after proof that the previous Plate with that exact number letter combination has been turned in and destroyed. and even then after a designated period of time, and I'm sorry, the time period eludes me at this time.

Nope. Each plate is individual to your car in your state. (Technically other states may have the same # & letter combos but it's highly unlikely).

yes, i work with DMV and I see it all the time. Don't know how or why it happens, but it does.
It only happens with commercial tags, though. I haven't seen it happen with personal vehicles.
