in the upper right area of hotmail select "options"

in the left navigation of the options page, select "mail"

there you will find 2 options of interest:
"Junk E-Mail Protection" and "Custom Filters"

Select "Junk E-mail Protection" and select the "enhanced" radio button. Low is too low, and exclusive may cause you to miss emails. I use this filter and it catches about 90% of the spam.

Then select "custom filters" and make sure to add filters for any news groups or others that you are expecting email from that isn't sent directly to you, such as a Yahoo! Group. If you don't these emails will be considered spam with the enhanced filter on.

Good luck.

Allow mail from only addresses in your address book and you won't get any spam
