I think the main reason is that it could cause a lot of problems and lawsuits for being discriminatory. Plus, it would take a lot more time for the airlines, that they really don't have.

The weighing of luggage is more for the employees of the airlines because they have to be able to lift the luggage and load it and unload it on the plane. The airlines puts the limit on the luggage and they have enforce it by weighing the luggage, for the safety of the employees.

An average is used for each passenger to keep the weight of the plane even. Some guests will weigh more, some will weigh less, so it will equal things out.

The are some foreign domestic airlines using small airplanes, that weigh passengers on "puddle jumper routes". I know that Fiji's domestic does this when taking you to the smaller islands. The reason is that they want to load these little planes with as much revenue cargo that the locals cant get any other way, is perishable or they cant wait for.

the airline workers don't need to lift the people like they need to lift your luggage. think of a job of moving other peoples bags all day. all you need is to throw your back out because someone decided to pack the entire wardrobe.
