Basically, it means that when the person wrote an article for the journal, the journal's publisher sent the article to be reviewed by reputable scholars in the field of study. If the article is reviewed favorably, then it means the academic community has in some way verified or authenticated the the author and the work as worthy of publication. Usually, if you are searching on a library database for archived journals, there will be an option in the advanced search menu to only retrieve peer reviewed journals. These journals are genrally considered more reputable because of the academic peer reviewing process, and so you can usually count on articles in them to be worth your while when doing research.
