'Credible intelligence' has led to, at least two, innocent people being shot by police, Heathrow airport invaded by army tanks and war in Iraq.
Who is responsible for all this?

This is a political 'hot potato'.
The problem is in the interpretation of a perceived threat.
There are probably far too many people involved to narrow it down.
And it's two innocent people of which we have been made aware.
