Forever 21 is a great store... if you are fortunate enough to have on close to you -same goes with H&M. A store that I personally shop at to get great deals is Charlotte Russe. They are always having a sale! For skirts and shorts try the Body Shop or WetSeal.

I always go to the clearance section in stores like Old Navy and Aeropostale where i have found skirts, pants, and shorts around $5 each. Your getting the name brand, but for cheap. I recommend you check the clearance racks too.

Well,
If you are into 'designer' brands, or expensive clothing, and are not exactly able to afford it, go to Maxwells, there are tons of those stores all over the country.
for example...bcbg, very expensive, i bought a 160 dollar sweatshirt for 20
