The face pretty much defines the character and the hair pretty much shows their style.

the hair or the arms. The hair shows some of the characters personality. Or it shows emotion. The arms are also important because they show if the character is stronger or weaker. But you gotta draw them just right. It doesn't look to good if you draw large muscles on a little innocent girl. lol.

The eyes are what set anime apart from typical comics. So they are highly important and need more detail and attention when sketching.

the eyes and hair...the nose and ear aren't really importent...i say the figure shape is pretty importent too

the nose and eyes. also, the wrist. sometimes i hide it by drawing some sort of watch or ...thingy.
and hair.
big hair and simple short hair.
