If you're looking to do it legally you'll have to get in touch with the legal department the production company that produces it to get permission to use their footage. They may charge you for it, they may not but you will have to sign a contractual agreement.
If you use unauthorized clips and they find out about it, they may let you get away with it, or slap you with a cease and desist order, or the worst case scenario, prosecute or sue you or both.

Here is the link to Degrassi - check for info re production and authorization...also, here's the results I got when I typed in "Degrassi" - I live in Toronto, Canada and may have received more info than most...good luck. (I'm over 40 and still say this is one of the better shows for younger people!)
