I think he can approach Phoenix because his healing factor (not the Adamantium alloy bonded-bones).
This healing factors enabling him to regenerate damaged or destroyed areas of his body far beyond the capabilities of an ordinary human. He can regenerate organs such as missing eyes and large portions of flesh, but it is unclear if he could regenerate entire limbs.

No, he went through a procedure that had the metal attatched to his skeleton, and the claws are supposed to be part of his mutation according to the comics.

Just his skeleton was "plated" with the metal (adamantium). His organ/muscles/ and everything else is regular.

Nope. His bones are covered in it, including the 3 extra bones in each forearm(part of his mutation probably) that make up his claws.
