Don't wipe your drive just yet. Try starting in safe mode. As your computer is starting up, press F8.
If you are able to start in safe mode, post again.

If you want to reinstall Windows, boot the PC with the Windows CD in the disc drive. It should boot to the Windows setup. Simple following the prompts from there. You might trying installing it without formatting the hard drive first and see if that fixes the issue. If not, rerun the setup and allow it to format the hard drive before it installs.
Be aware that you will lose any data (pictures, songs, programs, documents, etc.) on your hard drive if you format it.

Try a couple of things, first get a boot disk (norton's antivirus) there could be a virus that attacks startup protocol only, if not then when the computer starts hit either f9 or f8 or 7, and see if you can enter the diagnostics of the computer. If you cant do any of that, install a new operating system (ie xp)
