As one who used to buy tickets outside the ground, wait until the match starts before buying your ticket - the price will plummet as the sellers try to offload their unsold tickets for whatever thay can get for them - often less than the cost price!

You can't buy tickets directly from people. All ticket sales have to go through FIFA, and all tickets have identification on them. So if you do go to the game and buy a ticket from someone, you won't be able to use it, unless you have the same name as the person you bought it from.
