I don't think that there's always a choice, but if you have a choice, I'd say that it's way better to "take arms against a sea of troubles." But I guess it's not a choice everyone would make. I just think it's kind of weak to turn your back on a sea of troubles that needs opposing, thus allowing yourself to be pelted by the slings and arrows. Why settle for that? Slings and arrows hurt, especially when hurled by outrageous fortune! So, I guess my notion of ithe day is: Don't be weak! Pick up your darn sword and go end some troubles! You'll be glad later.

I'd much rather take arms against a sea of trouble. By doing so, I am taking action... and taking charge of my life, fighting the problems in the world. If you endure the slings and arrows of outrageous fortune, you're passively allowing bad things to happen to you. It's like curling into a ball or standing still and hoping it'll end soon. For me, I'll take on the fight and at least have a fighting chance of being master of my own fate. Thanks for asking.

Option A, enduring outrageous fortune will most likely provide a life of more quiet stability, less commotion and more relaxation, but little in the way of excitement, in other words, Dull and Safe.

Option B, Taking up arms will lead to a life with more pain and frustration, but there will scarcely be a dull moment: Exciting and Dangerous.

So that's what it comes down to: Safe but Dull or Exciting but Dangerous. No one can make this decision for you. You must choose for yourself, but think carefully and follow the advice of Polonius, you know, that other guy in Hamlet : "And this above all else: To thine own self be true" .
