Belly Dancing can be performed in both sexual and non-sexual ways. I grew up in the Middle East where everyone belly dances without formal training at all kinds of happy events. Families with younger children are there, no one acts sexual, no one is skimpily dressed, jiggling their breasts or pelvis a la Elvis. Of course, in the West, you can dress more skimpily, do a few variations on the theme, and make it sexy. Women have used that and that is what stuck in men's minds.
