It's human nature for people to be dumb. But it's up to a person to be smart or not.

How do you define "stupid"?
Some people might be seen as stupid simply because they aren't exposed to a lot of worldly things that gives some of us a broader perspective on life. But that's just due to a lack of exposure. Some might be considered stupid because they don't measure up to what "you" deem as intelligent. Some are seen as stupid because their views don't agree with yours. Some here, are very young people and truly don't know what they're talking about or don't quite know how to present a question on a subject they know nothing about. And then, of course, there are those who really are stupid! That's about all I care to cover here for only (2) points!

You could make a good case for saying they, if by "people" you mean every human being who ever lived, aren't.

We've had nuclear bomb capability for over 60 years, and haven't blown the world to bits (yet).

More people obey traffic laws than don't (if you think that isn't smart, consider what would happen if you reversed it and most people didn't - think "crash," "ow").

Although some (unfortunately very vocal) people are rude, shallow, short-sighted, or just jerks in general, most people aren't - walk down any street and listen. That's why the jerks stand out - not because there are so many, but because there are (thankfully) so few.

Because the jerks are obvious, we notice them, and it's easy to think there are more of them than there are. Because the decent people are more quiet, it's easy to think there are fewer of them than there are.

People being stupid is very speculative according to your personal definition. In general, people's opinions and attitudes differ greatly. That's why we have arguements, and even wars. If your opinion is that people are stupid in general, it might be better to ask a question about something specific a person does, lest you risk your question being regarded as "stupid" as you refer to it.

Because they are randomly generated through natural selection and the selecting factors are not selecting for maximum intellegence. You don't need to be very smart to survive in this world. Just look at our president (US)!
