It's called a Bolo Tie. It was created in the 40's when a cowboy ties his hat band around his neck to keep his hat from flying off.

I believe it is called a bolo if you are talking about a thin piece of material that is usually braided and looped around the neck and has an item of many different shapes and sizes that is attached to both ends and slid to a midway point.

If you're talking about the string tie, if it's in a bow, it's called a string tie. if it's connected with a brooch-looking thing, it's called a bolo tie. If it looks like a bandanna, it's called a kercheif.
