Sounds like a voice actress, or a woman who does voice over work. Like a woman who does cartoon voices. Nancy Cartwright from The Simpsons would be an example.

I think..........that it's when a female sings in a movie. Can sing really well, or like has some type of stage performance in a movie where she sings and then is part of the movie as well.

I believe you're hearing the annunciation of the word incorrectly. You must mean 'boisterous.' Meaning, someone or an event that is overly loud, cheerful, etc...
