It depends on how you weigh "worst": If you think that increasing the deficit, spending billions on 3 wars (Iraq, Afghanistan, War on Terror), having an energy policy written for big oil and pushing gas past the 3$ margin, creating the biggest and worst run government ever (Katrina anyone?), and being backed by some of the most corrupt senators and lobbyists in history is a GOOD thing then he is the best president in history.
If however you value your children, national security, a reasonable living wage, safety, education, environment, cheap oil, peace, reasonable foreign policy etc....Then yes. He is, at least in my lifetime, the worst president EVER.

Thats a hard question to answer and not really fair to answer at this point. Usually in order to judge someone you have to see the final outcome of their decisions. At this time the final outcomes are not realized and therefore the question can't be answered. They question can be answered in about 10-20 years from now when the final outcomes from his decision have been realized and one can look over his total presidency.
A good example of this is JFK, while at the time he was considered to be a very charmastic leader at present many of the darker issues of his presidency are coming to light and it would seem that he may not have been that great of a president.
Basically until someone is usually done with the presidency it is hard to know what kind of president they really were.

1. James Buchanan ( his policy guarantee the civil war)
2. Herbert Hoover (the stock market crash 1929)
3. George W Bush ( wars in Iraq, bombing of the world
trade center, no Bin Laden ext)
4. Ronald Regain Voodoo Economics
5 Andrew Johnson ( tried to impeach him)
the president with the best economic policy believe it or not was Richard Nixon but Viet Nam and Watergate did him In

I can't say who has been the worst president but if Clinton wasn't so busy with Monica, he could have spent more attention and time acquiring details about these terrorists. Besides, if Hiliary runs and wins in 2008, she'll be the worst.

No he is not. Let me explain..... President Clinton was stupid enough to get into the Lewinsky scandal which led to us getting Bush in the White House. As awful as Bush is. a liar, a cheat, a bigot, a sadist. etc... Clinton's little sexual trist got Bush elected over Gore.
