You should be able to get to the motor. There should be areas for the 2 wipers to attach to it. Have someone inside to turn the wipers on, watch the motor and the arms, see where the position is pegs the wipers attach to the motor at when they get to the down position. Have them turn the wipers off. Take the wipers off the motor, see if you can hand position the motor to the down position, have the wipers in the down position and reattach them to the motor. It may take a few tries to get it right. The bushings may also be bad and have to be replaced.

Check the fuse for the wipers. I've known of cases where like you said there was heavy snow, and it finally burned out the fuse. If that's the case, it sure is a lot easier to check it first and look at the expensive stuff later.

there sure is a way,turn on the wipers ,then turn them off,where ever they stop at take the wiper arms off and then install them in the stopping point at the bottom of windshield.

Replace the wiper relays. If that don't fix it then your wiper switch is bad or the reverse part of the motor is out.

Open the hood, take off the nut holding your windshield wipers on, try to reposition them and tighten everything back up, if that doesn't work it means they are stripped and you need a new "track".
