No - Only paints that have a flash point of less than 61C will be class 3 dangerous goods. Basically, the paint needs enough of a class 3 solvent (eg white spirit, stoddard solvent, mineral turpentine, etc) for the paint to have the same flash point as the solvent. This will be the case for (almost) all solvent based paints and lacquers. Water based paints, OTOH, will not be class 3. Under the new DG rules (at least in Australia) they MAY be class 9 (Misc DG) - but each product has to be rated on its own composition.
