Is there a product or service that will do it? I drive an older car that had it, now has new brakes and it even gave the drivers side of my exterior a rusty tinge color that's barely visible but there. For my tires, is there a cleaner that will take that stuff of my tires and rims?

You dont! Just keep cleaning it off. There are some inserts that will reduce the amount of dust that comes out, but it will still do so. Metalic pads do it less.

You can't permanently remove the brake dust, because with disc brakes, it will just keep coming back. Wheel Magic is a good cleaner to use. You can find it at Auto Zone or most other Auto parts stores.

I recall a product on the shelf of O'Rweilly auto parts that claimed to do it. Or, you can swap out your $12 set of pads and inatall Ceramic lined brake pads.

Forget all those answers,this will take some elbow grease,
get some SOS PADS,they are made of a fime metal wool,and some blue soap mixed in,trust me with a little hot water and some elbow grease it will get your rims clean,i can guarantee that!
