If you live in NYC Queens. Go to flushing with a debit card that has at least 250 bucks on it. You can get a phone on contract there

If you live in the right area, there are mobile services like MetroPCS that offer service on a monthly basis without a contract with unlimited minutes. Otherwise, TMobile and I think Virgin Mobile offer services on a "pay as you go" plan where you buy minutes and when you use them up, you "recharge" your phone with more minutes by buying more minutes.
