No, black is not a color. Black absorbs all of the colors of the light spectrum, and thus is reflected back into your eyes as black.
White and black are considered 'nuetral' colors, because both contain all of the colors, except for that they are the exact opposite. White reflects all of the colors of the light spectrum into your eyes and thus is shown as white. This is why people say that on a hot day, you should wear white because black would absorb the light and heat, and white would reflect it.

Black is the absorption of all type of light wavelenghts. So, yeah, black can be defined as "the color that's a combination of all colors, since it absorbs them all".
White, on the other side, could be defined as "the color that's a combination of all colors, since it reflects them all".
Black is the lack of any color reflection, white is the absolute reflection of them all.
That's why, with little or no light, your vision turns back to black-and-white. Those are the two most primary and basic colors. Light and darkness.

coming from a hair stylist black is a color , but some people have told you it is the presence of all color but it is the absence a way to remember this is close your eyes what do you see? nothing white is the presence of all color . and no all colors are not made from black!!!

Black and white are not colors. They are used to describe varying intensities of light.
Cyan, Magenta, and Yellow are the 3 primary colors. Everything else comes from a mixture of these colors.
Ask someone that teaches art or someone that does theatrical lighting design.
