Your computer may still be too slow. It would help if you had posted your current specs. Check the city of villains website to find out the minimum system requirements. Also, try turning your graphics settings, like anti-aliasing and resolution.
If you have at least the minimum system requirements and everything is turned down as low as possible, you have a problem.
If nothing works, try re-installing, perhaps on a different hard drive than windows to improve in-game seek time.
Also, try closing any unnecessary programs running in the background, like AIM or Limewire for example to increase the amount of available memory.

Good Luck.

Edit - I didn't even realize that you were talking about playing online. Still follow what i said above, but also check your connection speed, reset your modem(and router if you have one), try joining a different game, try playing on a less populated or faster server.

At any level it's hard to narrow your problem down without doing tests to see what it could possibly be.

Again, Good luck.

The problem is usually at your end, or in your connection. You should have at least 1GB of memory in your system, and a fast video card. The CPU speed is less important than the memory.

If you think you're having connection issues, contact your broadband provider and have them test your connection. There are also some free speed test sites out there.

In CoV, try doing /netgraph 1 (possibly /net_graph 1), which will show you the "health" of your connection, number of dropped packets, etc.

Sometimes it could be the servers but most of the times the problems comes from the users. Either your connection or did you check if you meet the recommended specs it ask that you should have?

No, you don't want a better hard drive. You probably either don't have enough RAM, you have shitty RAM, or your connection just sucks.

try, ctrl-alt -delete, when the task manager comes up go to processes, then end all processes that have your name, only the ones that have your name. that might work.
