update #2
1.25 Soup
+6.65 Entree
+2.80 Dessert
+0.75 Drink
=11.45 Total before Tax and Tip
11.45 * .15(tip) = 1.72
11.45* .07(tax) = .80
a) total w/tip before before sales tax 11.45+1.72+.80=13.97
11.45 +.80(tax) = 12.25 * .15(tip)= 1.84
b) total w/tip before after sales tax 12.25+1.84=14.09

a) Well first you add them together. Then find the total when adding the 15% by doing a simple proportion (proportion-
x (what your trying to find) / 11.45 (cost without tax or tip) = 115 (percentage of total with tip) / 100 (normal percentage). You should get x = $13.1675 (rounded to $13.17). Now do another proportion to get that plus tax and your total will round to $14.09.
b) Add. Do proportion ( x / 11.45 = 107 / 100) you will get $12.25. Now do another proportion to add on tip ( x / 12.25 = 115 / 100) and finally your answer will be rounded to 14. 09 again.
Hope you do well on your test and hope this helps!
By the way I've read the other answers and only 1 or 2 are correct. I'm 100% sure my answers are right so listen to me (absolutely no offense to others who posted, just trying to help)

(a)Add up the meal.
Then multiply x.15 this is the tip. Meal x.07 that is the meal tax. add those answers to the meal and that is (a)the cost of meal when the tax is figured after the tip is figured
b) add the meal x .07 take that total and add to the meal (meal + tax) x .15 (=the tip) then add the meal + tax + tip (b) that is the total when the tax and meal are included with the tip. (this figure should be larger than (a).

The actual cost of the food is $11.40. Tax on that is $.80 and 15% tip is $1.71, giving you a total of $13.91 if you figure the tip before adding in the tax. If you add in the tax and then figure the thip, the total is $1.83 for the tip, giving you a total cost of $14.03

I won't give you the answer but I will tell you how to find it.
Pre-sales tax, you need to simply add up all the items she bought then multiply the total by 1.15 to get what the total would be with a 15% tip.
Post-sales tax, you would add up all items bought and then FIRST multiply by 1.07 (7% for sales tax). THEN you would multiply again by 1.15.

are you cheating? How will you answer the questions on the test tomorrow if you cannot figure this out for yourself.
add up the costs of the items, find out what 7 percent of that number is. Add that amount to the items cost.
for the tip, just add up the costs and find 15 percent of that and you will have all your answers.
Good luck!!!

1. Find the bill total (add up all your charges)
For case 1 (no tax) multiply the total by 1.15
For case 2 (w/tax) first multiply your bill total by 1.07 for tax, then multiply that answer by 1.15 for tip
You get 1.07 and 1.15 by taking 1 for the original total, then add the percent in decimal form (7% is .07 15% is .15) this gives you the total with the percent added.

Listen to waysj. His method should work. (I've been tutoring in math for the past year.)
(I think some people didn't include the dessert price you added later.)
