There are sixty minutes in an hour because we count the first minute of the hour, from zero to one minute, as the first minute. Likewise, the last minute of the hour, the sixtieth minute, is from the fifty-ninth minute until the clock returns to zero minutes.

You should look at your clock again. The 60th minute is the last minute of the hour.

Well, because it's not.

It's just that when you say "60", it's the end of the 60th second, not the beginning of it.

Otherwise, you'd have to start counting with zero, instead of one.
