Plants that don't have xylem and phloem are called nonvascular plants. The lower plants: algae, mosses, etc, don't have xylem and phloem. Pretty much any flowering plant, tree, or grain that grows upright has xylem and phloem and is refered to as a vascular plant. Xylem and phloem were first found in ferns.
