It is possible, although improbable that they are both in high school. Everybody who ever went to high School should remember the Senior Freshmen relations. (Ussually it would be 17 and 14, but in some cases I guess it could be 19 and 13).
But as everybody knows even these relationships were more based off sex then anything else.
Now I will explain how these relationships happen. An older man looks for a girl that he thinks will be easy. Yes, until a man is about 25 all they think about is sex. Some men look for a girl who is very nieve. (Thus teenager). They justafy them selves with such lines as I'm still a kid too and she looks older then she is.
Now some young girls dress older; they know the older the man the thicker the wallet. The young girls think they fall in love with the guy, but are actually falling in love with his money. The young girls excuse for this relationship is I'm in love, love has no age limits, and you would have no problem with a 60 and 80 yr old would you.
To solve this relationship you need to get your friend to realize she does not love him at all. Talking to the guy might help, but more then likely if you get him to break up with her, you will hurt her and he will just find another little girl. If you tell the parents the relationship "might" end, but you will lose your friend.
Again make her realize she does NOT love him.

Until your friend is 18 she needs to stay away from guys that are more than 2 years older than her. The differences between 13 and 19 is not just the 6 year age gap but also levels of maturity. Even if she is mature for her age there is still so much she doesn't know or understand about men and what they want. As for him it is sick that he as any desire for her other than something like desiring to protect her as he would a little sister. If she were 18 and he was 25 I'd say sure go for it but she still has a lot of growing up to do.

Apart from personal moral standards, I would have to check legally. In most states there is an age of legal consent. Technically if no sexual relationship (whatsoever, homosexual/heterosexual) is occuring, then the couple is safe legally.
There are still issues with mental development and readiness for intimacy.
Generally, I would advise it is simply not a good idea. Often people of these issues are facing different time-periods in their lives and usually do not have the resources available to them (house, car, money, steady job, supportive friends and family) to pursue an intimate relationship.
Power plays may become a problem in a relationship with such different ages especially during adolescence, when that difference looms even larger.
If a sexual relationship is pursued, the couple would need to find out about legal matters, birth control, discuss their issues and options on pregnancy, etc.

I don't think there is a problem when you have a few years difference in couples. I'm older than my fiance by four years and I'm the girl. However, I do find it a BIG problem when a kids under 17 go out with people more than 2 years older than them. Kids under 17 aren't mentally or physically ready for a relationship on that kind of level. You're friend's situation is not only gross but its also ILLEGAL! Statutory Rape

Absolutely not. This young girl is just beginning to develop into a young woman. She may look or act more mature than 13, but the fact is she is 13. The 19 year old man shouldn't even consider it.

HELL NO!!! and i dont think its right for a girl 19 n a guy 13..18 and ova is for 18 and ova...aint nothing those 2 ages have in common, what does a 19 yr old guy need with a 13 yr old? i ll tell u something is wrong with him if he cant get a girl closer to his own age.

No, and here's why. Ok, let's first look at the mental side of things shall we? First of all, the mental capacity of a 13 yr. old girl varies greatly compared to a 19 yr. old guy. How? At 13 years old, you don't know what you want in a relationship yet! Of course you may say you do, but in reality the mind of a 13 yr. old is still trying to grow and figure out whom themselves are. Not to mention, this question also goes along with the emotional side of things. At 13, you're still in middle school and have no idea what guys these days will try to say, do, or even act towards you. You are still a kid believe it or not! My advice for your "friend" is to wait until they figure out who they are, and what they want out of life. This may sound a little egotistical but it's not. Look out for yourself first! Until these two are fully accomplished, are you then able to move on to bigger things, hence a relationship!

NO, a girl that is 13 years old should not be thinking about boys, and a 19 boy should not be with a 13 year old that could be his little sister.

Absolutely not. A 13 year old knows very little, although they may think they know, about what they want and need. A 19 year old guy cannot provide anything healthy for a 13 year old.

Is up to her, she may be mature to handle him, but the 19 years old is only after one thing believe me no 19 goes out with a 13 just for fun, but he could go to jail easily
