This is how I was taught to do rounding. You look at the place you are rounding to and then look to the first place to the right. If that second number is between 5 and 9, take the number in the place that you are rounding to and bump it up one. If it is between 0 and 4, leave the number alone.
So for example 1 when rounding to the hundredths, you look at the number 2 since it's in the hundredths spot. The first number to the right of it is 3. Since 3 is between 0 and 4, you leave the 2 alone, and it would be 3076.92
When rounding to the thousandths, you look at the number 3 (the second three) and see the first number to the right is 0 so the answer would be 3076.923
Rounding to:
Thousands = 3000
Hundreds = 3100 (7 bumps the 1 to 0)
Tens = 3080
Ones = 3077
Tenths = 3076.9
Hundredths = 3076.92
Thousandths = 3076.923
Ten-Thousandths = 3076.9231
Hundred-Thousandths = 3076.92308
For Problem 2, do the same thing. But just realize that 48 is the same thing as 48.000
For Problem 3, there is an amazing equation to remember:
(The number of people doing one action/Total number of people observed) x 100
So for this problem, you see 1600 people ordered Diet Pepsi out of a total number of 8000. So you divide 1600 by 8000 (which is 1600/8000). You should get an answer of .2, so you multiply by 100 to get the answer as a percentage (20%).

Thousandths is three spaces past the decimal. The trick to rounding is that if the number after the number being rounded is 4 or less, the number stays the same. If it is 5 or more, the number goes up one.

cross multiply

for question #1.
cents and tens are two different things , if you are rounding to the tenth then you would round to the first number to the right of the decimal, in order to do that you would look at the number just to the right of the number you are rounding, in this case you would look at the 2 next to the 9 in .92 , since you round down if its 4 or lower and you round up if it 5 or higher you would round down. The number would be 3076.9
for the hundredths you are rounding to the .92 since the hundredths spot is the 2nd number to the right of the decimal, therefore once again you are going to look to the right of the number and you see the 3, in .923 therefore you would round down again to 3076.92.
Likewise for the thousandths it is the 3 so you look to the 0 next to it. The thousandths spot is the 3rd number to the right of the decimal.
From question 1 you can answer question 2. As for question 3 take 1600 divide by the number of customers (8000) and you will get a decimal, take that decimal and multiply by 100 and you will get the percentage.

To round we look at the digit we'd like to round to and the one immediately to the right. If the following digit is 0-4 we round down, if the following digit is 5-9, we round up.
so 34 would be 3
57 would be 6
In the case of 3076.923077
For the hundredths spot we have 2 and a 3 immediately to the right. So 23 would round to 2 and we have 3076.92
For the thousandths, we have 3 and a 0 following this. 30 rounds to 3 and we have 3076.923
For problem 2, it would be 48.00
3. To find the percentage, we divide the number of people drinking diet pepsi by the total customers. So 1600/8000 would be .20 or 20%

look at the number after the one needed to be rounded, if it's 5 or above, round up, less than 5 rounds down.
By cents I assume you mean hundredths, so it'd be 3076.92 (the 3 after the two is less than five so you leave as is)
thousandths would be 3076.923 (the 0 after the 3 is <5, so leave as is)
#2: Hundredth refers to two decimal points, so it would be 48.00. If you mean round to the hundreds, it's less than half of a hundred (50) so it would be 0.
#2. for percentages, divide the smaller number into the larger number, so it'd be 1,600/8,000 and make it into a decimal, then take the first two decimal points (in this cased it's 0.2 which is equal to 20%)

To round to the Cents you would look at:
3076.923 because there are only 2 places with cents...you can only have .99 cents before it becomes a dollar. So with general rounding rules you would look to the 3 to see if you would need to round the 2 up or down...so therefore you would only have 3076.92
To round to the hundredths, it would be the same answer as above.
To round to the thousandths--move out one more place...you would looks at 3076.9230---therefore it would just be 3076.923
