www.anywho.com has a feature called reverse lookup. You will need to get their number through caller ID or *69, if it's blocked you can call the police and they will start a phone harrassment complaint and log calls you recieve. Reverse directories list the same numbers in the phone book.

Go to www.whitepages.com and click on reverse phone. Then , key in the ten-digit number and if its listed, the name and address of the person that the phone is in will come up. If it's not, then it will at least give you the city and the phone company the number is provided by.
