your phone line ,, check line for noise ,,
dial a number and listen to see how much you hear .
Have phone company check signal strength ..
getting a hardware modem will probably help..

First, you should be more specific, for ppl to be able to help you out. Like this i can only asume what kind of Hardware you got and what type your connection is.
But i asume that now adays, bout everybody uses a Broadband connection, wether DSL or CABLE.
First, remember if you made any changes to your computer lately, that might have caused those connection problems. If so, try to undo them. After that, you might want to look for an updated driver of your Network Interface Card. If that didnt solve the problem. Delete the Internet Connection under Start -> Settings -> Network Connections (ONLY do this if you know how to configurate your Network Card with your ISP settings) and Reinstall it.
Still having those Connection Problems; Check your connection cables, if possible, exchange the one you are using with a new one.
Another possibility might be, that if you are connected and you are not doing anything with the computer, the ISP might disconnect you automatically after you have been in idle for too long.
If all this doesnt help you, try to get another PC from a friend, connect it at your home and see if you get the same problems there. If not, your Network Card might be damaged.

Are you using router? If so you may want to update your router's firmware (which can be found on the manufacturer's website)
Your network card could be going bad or it could have a bad driver.
It also never hurts to check the obvious and see the your network cord is firmly connected your computer and back to your router or modem.
If you are connected via a wireless router make sure that you are within a reasonable from your router.

If you say all your settings are correct and your ISP says everything is in order, maybe it could be something with your hardware.

or dialup, you should have your phone company check your lines to make sure your phone lines aren't too old. Also, check your inside phone lines to make sure
they aren't too old. If it's cable or DSL, make sure your ethernet cable or your NIC haven't gone bad because they do go bad. Replace your ethernet cable, NIC, or look for updated NIC drivers by going to the
manufacturer's site. If you are using a router, make sure to update the firmware by visiting the site or replace your router.
