Under Communism, the State owns all property and tries (but fails) to direct all economic activity.
Under Fascism, property remains in private hands IN APPEARANCE ONLY. It is still directed by and can be confiscated by the state at any time. (Estate taxes, eminent domain, property taxes are great examples.) Your property is only yours in appearance only.
Only under laissez-faire Capitalism, something that is yet to exist in mankind's history, is property truly in private hands only.
