You can't. Natural oils that your body secretes will make your liner run... I stopped wearing eyeliner after my anatomy and physiology teacher told me that. What a waste of eyeliner.

First make sure your moisturizer/eye cream is dry around your eye area. Then I would use an eye primer which helps shadow and liner to stay put without smudging or fading. Use a small amount of eye primer and let it dry, takes about a minute, before applying your eyeliner. Good luck.

Apply the eyeliner, dust some loose powder and reapply for a longlasting effect.

NONSENSE! eyeliner is like the only makeup you don't need to reapply during the day. Just keep your fingers off your eyes for godssake!

put on an eye cream under your eye first and make sure it dries fully and then use a different brand of eyeliner maybe. finally i like to put a tiny line of white eyeshadow under the eye liner, this will help it from smudging

If your eyes are teary, you have allergy to that eyeliner, so my advice is to change it. Also, try MAC waterproof pencil eyeliner. It is the best. It does not fade-

I would venture to say NOT to apply it to your bottom lid. It is so over to do that. Try just the top lid and you eliminate the problem.

After you apply the liner, go back over it with your regular powder on a shadow applicator or q-tip. It will set the liner and keep it from running.

My favorite tip, providing you don't put you liner inside the eye...
Use a cream liner, get a small brush (like a lip liner one) then go over it with a eyeshadow of the same color
