dentist charges not covered by my dental plan, IF I suffered disfigurement at work from biting an employer-supplied permanent marker WHILE AT WORK?

Or should I file a workman's comp claim?

You will have to use your medical savings account to pay for the uncovered dental expenses. Workman's compensation will not cover gross negligence on the employees part.
