I read that the Romans were able to make ice in the dessert, is this true, and if so, how was it done?

Anyone in a hot region of the earth can have ice... either from making it yourself, or (in the case of the ancient romans) expensively importing it.

The Italian mountains have snow most of the year, at least near the peaks. The Romans ordered carts up the mountains to bring down loads of snow for these exquisite treats. They may have also brought blocks of ice and shaved them, of course. No they had no refrigeration...that was invented in the early 20 th century.

I always believed that they transported the ice from the mountain regions.

I have no idea and I believe it is possible you misunderstood what you read. I know they used to haul snow from the mountain tops down into the cities.
