Several colleges accept students from exceptional education programs. Louisanna's public college system I believe accepts all high school graduates. However, they have somewhat of a swim-or-sink attitude. If your child does not keep up a certain GPA, he/she will be expelled. I would reccommend that you and your child consider schools who have entrance programs that focus on students weak points such as Reading, Math, and/or English, as determined by that student's ACT or SAT score. Ask about the college's retention rate for incoming freshmen also. Ask what percentage of the college's freshmen go on to graduate? This is a good indication of if the college's brige program is working.

Based on the ADA (Americans with Disability Act), a student cannot be rejected from any state funded university. Schools are required to accept the students, and provide a certain level of accommodations.
When looking into a researching schools, it might be helpful to contact the universities department of disability services to see what services are offered.
