Well, I'm not an expert on the music industry, but I can tell you that the chances of succeeding on American Idol are fairly slim. Really, 12 people out of how many thousands actually get famous?
I'd suggest joining the union. He may not ever make it big, but they'll find work for him, and keep him busy singing, if that's what he really wants to do. I have two uncles who travelled the southwestern US with their rock band as young guys...they played at a lot of bars, and opened at concerts for a lot of different acts.
Also, as the wife of a man who has been chasing his dream for five years now, I'll tell you that the most important thing you can do is to be patient! It's not easy making a dream come true, but it helps to have someone by your side who believes in you. Love him, and don't let him forget that you're behind him all the way. Singing teachers will cost money and can be expensive so they're not for everyone. Singing can be learned so it's not an "either you have it or you don't" kind of thing.
Whether you sound like crap or you're decent, I recommend this singing course. It's one of the best methods to learn to sing well in a short amount of time. It's all about using efficient techniques that work.

He needs to start playing/singing at local joints and get established...he will then need to make a demo CD and make a PRESS PACK to send out to the bigger local venues. After doing all of that for at least a year (build his resume, etc.) he can then submit a newer/better demo cd to local or national record labels. If that doesn't work or if he doesn't want to put in the effort then he should just try and compete in as many singing contest as possible.

Play shows, get known and make demos and look for sponsors. My husband is a singer songwriter and he is really talented. He practices almost everyday and build up his own website, is going to make business cards,posters,key chains and other goodies to give away at his shows. If he is talented he should try because it isn't that easy to make it. My husband has the talent and is going places and I am going to support him all the way! Call around and get him some gigs at local coffee shops to get some exposure.
Give him the gift of recording a CD for his birthday.
See if any local radio shows have live music spots that he could get on.
Send a tape or CD of him singing to local radio stations.

professional training. a good demo with about 5 songs. a good producer and manager.
basically about $10,000 upfront to do what you need for studio time, production, music lessons. most people aren't just "discovered"
