In fashion and makeup the rules are very seldom hard and fast. Experiment a little and see what works best for you. Make sure before you go out in public you ask a friend who is brutally honest how your experiment looks on you. Ok now.....eye makeup looks best when you use the color of your eyes, your skin tone and the color of your hair to select a color. The color of your clothes closest to your face should also compliment your skin tone and your eye and hair color. However have you ever seen the MAC girls?

In some cases, it is true. You do not, I repeat do not want to wear blue eye shadow with a blue shirt! It will look super cheesy! It is really better to coordinate with your eyes, but not the same color. Doing opposite colors can intensify your own eyes:
brown eyes or hazel eyes - wear blues or purples to stand out
blue eyes - peach and brown tones will make them pop
green - anything but green will look good

Sometimes the eyeshadow can match your skin tone and your outfit so it's not always true...

You should wear an eyeshadow that compliments your skin and eyes, and it also looks nice in general. Matching with your outfit can look kind of silly or tacky.
for brown eyes-purples and greys
for green eyes- pinks and greens
for blue eyes- blues and browns
neutral colors usually look nice on anyone too.
fair skin tones should go for cool colors. darker skin tones can go for warmer colors.

To avoid a Malibu Barbie effect, try not to match your eyeshadow with your outfit. But if you really like one particular color, like pink for instance, you could be wearing a rose colored shirt and maybe you could use a sheer wash of light pink on the lids, but before that sweep some beige shadow all over the eyelid first to make the pink less obvious. It will appear like a faint wash of color if you do this.

Depends on what color clothes you are wearing. Some eye shadows, however, match all outfits, for example, black and navy. Also, for example, if you have brown eyes, brown shadows will work for you with any color outfit.

i always go by my eyes and skin tone but you can inhance the color your wearing but adding a soft color of the color your wearing at the top of your eyebrow

LOL, I used to do that when I was a kid. Wear blue eyeshadow 'cause I was wearing a blue top. Pretty funny now, but I thought it looked good then.
