yes, you just have to do enough sets, but then in the end you might want to get a bigger amount to built more muscle

It will only give you decent results if it actually strains you to finish 10 reps with the weight.
You should be able to do about 5 reps fairly comfortably, and by the time you reach 10-12 reps you should be struggling! If that's the case, then YES you will get stronger and bigger. Shortly the 10lb weight will get too easy and you'll have to move up to 12lb.
If you can lift the dumbell 16-20 times, then no, it is not heavy enough.

Yes it can. If you lift heavy you gain bulk. If you lift light you gain definition, its all in the type of muscle you want to develop. Lifting lighter requires more reps but its just as effective as lifting heavy, quality buddy, that's the key. Do 3 sets of 50 reps, slowly while concentrating on the muscle you're working. Do this 3x a week or every other day. Never work the same body part two days in a row.

A recent scientific study showed that one of the key factors in muscle strength gains was the time of total contraction..... so if u are using 10lbs, as long as you do enough reps to total 130 secs, you should notice results. Now if you want to increase strength you will obviously have to increase weight, but to maintain and to tone a 10lb wt will be fine.

Yes. R u a girl or guy. If a girl, do curls and such. Naturally guys will need to lift more for results. Actually take a 2 pd. or something smaller and go for a walk or jog , ive heard this works well.

The 10 lb dumbbell will tone the muscle you are working making it more visible to the eye. To pack more muscle on your body you will have to use more weight but done at a slow controlled pace. Don't hurt yourself.

Sure, it can. Vary your workout so you're using different muscles, but yeah, you'll get results after a while.
