Yes it is. Infact, they also receive medical benfits from their government to insure they're healthy.

I know that it's legal, or at least tolerated, in some places...I visited Kiel in the summer of '04 (during Kieler Woche), and saw ho-houses downtown that were doing a lot of business.

i think so...but they are interested in the t.v. for the soccer match and not the ho's
