As long as he stands with his feet behind the ockey line he is legal,I don't think there are any rules that would disallow his play as long as the dart left his fingers before hitting the board it would be a foul otherwise.

Theoreticaly the board would have to be in a warehouse, as the man would be 14 feet tall, and as board is hung 5ft 9 of the floor and the throw line is 7ft 9 then his hand would still be roughly 2 feet from the board

he has to THROW the dart with his toe on the line. That's the only rule that applies. Even if his arm was 7 feet long, he'd still have to throw from about a foot away and perfect his skill like anyone else, but it'd be harder for him because he doesn't have enough umf behind his throw from that close to make it stick

I like your question! Funny! I believe the rules would allow you to do this as I've always hear your feet must stay behind the line. Since I have monkey-long arms, I tend to throw good darts.

Yes but he wouldn't be much good because of the damaged hands where they have been dragging on the floor!
