Yes. If they both win their respective groups they meet in the second semi-final.
In the second round the winner of Englands group plays in the 3rd second round match and the winner of Brazils Group play in the 7th second round match.
The quarter finals. The winner of the 3rd second round match play the winner of second round match 4 and the winner of this match play the winner of q/f involving the winner of the 7th second round match and the winner of match 8 of the second round matches.
Similarly if both Brazil and England finish as riunners up they meet in the first semi final.
England and Brazil only meet in the final if one of the teams wins their group and the other finishes as runner up in theirs.

I have a template and I imputed all the scores showing Brazil and England winning their respected groups. Brazil and England can meet in the semi-final match at the earliest.

no they won't meet before the final if they can make it to the next round england will face German, Brazil is on the other side they only meet if they make it to the finals
