It depends if it is a government bulb and if the Republicans or Democrats are handling the job. If it is a Private sector bulb it is outsourced therefore no Americans are involved.

None. They get another country to do it, then they blame the country for doing it wrong, and use that as an excuse to bomb that country. Sorry, you asked the question, I answered.
