Shakespeare made up hundreds of words. The dictionary is full of words people have made up. The dictionary doesn't include words until they have become established in the lexicon of language itself. As for the word for such a person, I nominate either nominatrix (one who names), verbator or verbographer. I don't know if there is yet a word for people, like myself. My favorite invention is, thus far, TECHNOCIDAL: the state one is in when he/she finally throws that pesky virus ridden box of binary out the 4th floor window.

Malaprop artists - a la Norm Crosby, who mangle existing words giving them new and humorous meanings
Poetic Licensees - for more creative language pursuits and artistic uses of language.
Coiners - for people who invent new jargon or new meanings for existing words.

J.R.R. Tolkein did the same in his story "The Lord of the Rings". He was a professor at Oxford University in England and he was a linguist. A linguist is a person who works with different languages.

I would say neologist or coiner...there are lots of people who are given credit with "coining" a word or phrase.
