what exactly dose it mean ? i should introduce some persons that i know and they works on the field related to my article title

Yes, you have to provide names of people you believe are knowlegable in the field and would give an unbiased and critical review of your paper. You probably don't want somebody you know too well. Consider people from your list of references.

Well, it means pretty much what they said. They want 4 or 5 people to review your work before they will think about publishing it.
