yes.i was reading something about this today. for every 1000 people in an area there should be recreational facilities -a park etc. i cant remember the exact details but its to do with "open space"policies and your local town hall should be able to give you details.
sorry- i havnt made myself clear- the local authorities have to provide recreational facilities-but the housing association should push for rec facilities if they know there are 1000 people to an area with out any such facilities.

No. They just have to provide reasonable housing. Local authorities have to provide open spaces (parks, etc.) for recreational use.

Nope. But the nice ones do. They just have to provide adequate accommodation and keep it that way in terms of heating and plumbing etc.
