Whoever said 'neither' or 'none of the above' should've not answered your question. I believe lyrically LiL Wayne is the better rapper. I think thats more or less because he is inspired by Jay-Z. And if you listen to a lot of rappers tha look up to Jay, they kinda sound the same, lyrically i mean. Just listen to Carter II. That album, especially Husters Musik tells it all. T.I. is hott but, not in the same range as Wayne.

Ti is the better because Lil Wayne thinks he is the best rapper having the nerve to diss Nas in a song he HAS DRAWN THE LINE!!!

TI is better appropriate hands down. Wayne no matter if you take heed to his lyrics, he appears like a retarded squealing duck. TI is going not straight forward on his tracks. i imagine he has a better committed fanbase then 13 12 months olds and he continues to be ripping it from penal complex. He re-released Paper path with new tracks and he's writing in reformatory.
