why does my computers power switch flas on and off when I plug it in?

I have this old compaq P2 that has been unplugged for awhile. Now when I plug it, the on light flashes on and off, I dont have to even have to touch anything? Why is it doing this? I just put new cords from cd-rom player and 3.5 floppy disk in-could that efect this? When I unplugged the computer it did work. Can someone tell me what to do to fix this?

i think its normal since my modem does this after i plug it back in.

and i have no other problems with it.
